c-x c-x doesn't interact with selection correctly

Description

(By selection, I mean the Mac selection that is visibly highlighted in the window. By region I mean the text between point and mark.)

If there is no selection, hitting c-x c-x should select the region, it currently doesn't.

If there is a selection, hitting c-x c-x should make sure the region matches the selection (it does seem to do that), then toggle point and mark and make sure point is visible on screen (it doesn't do that, at least not correctly). For example: open a file that's more than a screenful. cmd-A to select whole buffer. Hitting c-x c-x repeatedly should toggle between showing the start of buffer and end of buffer.

First part of this is fixed by Changeset #7322. Second part still open.

Note that some point c-x c-x was made to deactivate the selection. Now c-u c-x c-x has selection-activating behavior that c-x c-x used to have, and it (c-u c-x c-x) still exhibits the bug described in second part above.
