Description

Their documentation (and my fingertips) say they should change the case, but they just move over words without changing anything.

It's a redisplay issue. Type "foo", move before the "f", then m-u. Move between the "f" and the "o", and do c-t. c-t does an in-place replacement and notifies the display code that the buffer's changed; case-changing things apparently don't do the second part.

changeset:7091 and changeset:7092 should force redisplay where it wasn't happening.

Most of the work done by case-changing commands goes through HI::FILTER-REGION, which now advertises the fact that the buffer's been modified. The Capitalize Word command modifies the initial character directly, then uses HI::FILTER-REGION to downcase the rest of the word. That direct modification also has to advertise the buffer change and does so; I'm not sure if other commands do the same sort of direct modification via something like (SETF (SCHAR ...) ...).
