The text-encoding drop-down menu in the file dialog is confusing

Description

A user didn't understand the purpose of the text-encoding drop-down menu in the file dialog. This could be improved by adding a "Text Encoding" label to the left of the menu, by reducing the number of encodings shown on the menu by default, and by having the default menu selection be "Automatic." Text Edit does all three of these things.

Note that "Automatic" doesn't do a very good job of inferring actual text encodings (it's especially bad on Tiger), and that there's already CCL:*DEFAULT-CHARACTER-ENCODING*.

I had the idea that the user would select a set of encodings that he wanted to use from the Encodings preference pane (which is present, but disabled).
