Fix "Load Buffer..." and related menu-items

Description

For completeness sake, CCL should have "Load File..." and "Compile File..." menu items. These could be on the "Lisp" menu, as a new section underneath the current section containing "Execute Selection," "Load Buffer," etc.

Actually, I was thinking that "Load File..." might go better in the "File" menu, under "Open", like it was in MCL. (It's more file handling than Lisp stuff). But I may be wrong, just an opinion. Dimitri

The current "Compile Buffer" and others cheat by compiling or loading the file associated with the buffer. What I really should do is chnage them to suck the text from the buffer itself (thus making it possible to eval from windows that are not yet saved to files) and add new menu items for loading or compiling files.
