The menu item lets the user select any file at all.

It's easy to restrict this to certain file extensions or HFS types. Ideally, however, our editor would be so good that users would want to use it for more than just editing lisp source code, so I'm not sure we want to limit the files that can be selected.

I can think of complicated ways to address this, e.g., there could be an "Open Any File" menu item, or a "lisp files only" checkbox in the open panel, or we could say that C-x C-f would let you open any file, whereas the "Open" menu item would only open lisp files, etc. This kind of complexity, however, seems to me like something to be avoided. I think that's it's probably best to stick to the current behavior (which, by the way, mimics Apple's own TextEdit application).

I'm therefore going to close the ticket. If there's strong disagreement about this resolution, please re-open it.
