create-jvm broken in ccl's jni.lisp

library/jni.lisp defines create-jvm, which calls ccl::call-with-string-vector with two arguments; ccl::call-with-string-vector requires three.

Supplying an encoding, e.g. :us-ascii, appears to fix the problem.

(In [16357]) In create-jvm, specify :utf-8 as encoding arg in call-with-string-vector.

Let me know if this doesn't fix it, mikel. I don't think I have a JVM installed anywhere handy right now, so I didn't test any farther than doing (create-jvm) and seeing a dialog box prompt be to install Java.

I'm checking, but the trunk is failing to rebuild itself on my machine at the moment. Poking around to figure out why.
