Add readline capability to command-line ccl

Description

Currently we can get readline capability by using e.g. rlwrap, but this ability really should be built-in to the command line ccl. Rationale: rlwrap is neither universally available nor universally known. It can be downloaded (e.g. with apt-get) but its existence has to be known and the user must have an internet connection for that to work. If adding this capability is not hugely expensive, command-line ccl should have it built-in.

Can't do it. Readline is GPL and CLISP famously became GPL because it linked to Readline. Use a different library. http://en.wikipedia.org/wiki/GNU_Readline
