Windows: support long file names (the \\?\ notation)

Description

On Windows path length are limited to 260 characters unless long file path format is used. This format requires
?\ to be prefixed to the file name.

I have problems removing directories from CCL, because the directory nested subdirectories and files are often deep enough that exceed the 260 chars limit and ccl:delete-directory fails.

If it was possible to use
?\ notation I could handle the problematic cases and by adding this prefix.

But CCL fails to work with
?\ prefixed directory names.
