Can't eval region with package changes

Description

Start up the IDE, and open an editor window on attached file. Hit cmd-A then Enter. Get error:

Welcome to OpenMCL Version 1.1-pre-070722 (DarwinPPC32)!

I'm guessing what's happening is that the in-package form is not affecting the rest of the evaluation. It should.

The Eval Selection mechanism is not obeying the buffer's package while evaluating the form. I.e. runtime (as opposed to read-time) references to *package*, e.g. in macros, look at and/or modify the listener's package rather than the buffer's package.

Another example of this problem is that it doesn't work to evaluate hemlock DEFCOMMAND forms out of their source buffers if the listener is not in the hemlock package.
