Add monotonic clock support

Dan Weinreb 2008-12-05 10:58:05 EST It would be nice to have a way to get "monotonic" time from Linux, which is obtained by

clock_gettime(CLOCK_MONOTONIC, &ts);

Priority: If you have to wash your dog, do that first.

NB: This was ITA bug 51985.

I don't know why this bug was originally open. Probably for some kind of timeout support.

On the other hand, note that IOLib already provides a CL interface to this functionality, and a handling of an event loop with timeouts.  http://common-lisp.net/project/iolib/

(In [15313]) Define and export CURRENT-TIME-IN-NANOSECONDS. Use CLOCK_MONOTONIC if available. Fixes ticket:924
