Standard File Functions

Description

It would be very handy to have built-in functions for creating Open and Save panels, similar to MCL's CHOOSE-FILE-DIALOG and CHOOSE-NEW-FILE-DIALOG. These could be used by the IDE and made available to programmers, or they could be example code.

CCL::CHOOSE-FILE-DIALOG and CCL::CHOOSE-NEW-FILE-DIALOG have existed (unexported) for 10 years or more; the filesystem code uses them in restarts etc. In command-line CCL, they just prompt for filenames in the listener; in the IDE, they display simple dialogs.

I'm not sure if it's worth exporting those particular functions; they accept at least some subset of the MCL functions' args, but likely don't interpret things like "types" the same way. (And there's the whole "it's not 1990 anymore" thing, too.)

Odd that using APROPOS didn't find them for you.

Odd indeed. Thank you.
