build Windows lisp kernel with MS tools

Description

For a couple of reasons, it would be worthwhile to make the lisp kernel buildable with Microsoft's toolchain.

  • the Cygwin compiler situation is kind of messed up at the moment
  • using MS's compilers would let us use MS's debugging tools

The yasm assembler can process the AT&T-style assembly language syntax that we use.
